Palm Desert Pays for trip to Spain

RE: Palm Desert paying for councilmember, director of energy management, and private business owner AND their wives to go to SPAIN for a week to see the Feed-in-Tariff solar system

We can get this information from the internet - why are we spending $14,000 for them to see it in person? Trip organizer said it will motivate people. Palm Desert is already motivated with $2 million already.
